Doesn't that mean everything is going to be smaller? I have a 1080p monitor as my desktop and everything is tiny. Wouldn't that make icons smaller on the HTC One?

You're mistaken. I can see why you would think 1080p on a small display would make icons looks smaller though. On Android phones, the icons, UI, text, etc is all scaled to match the pixel resolution of the screen. So this means icons on a standard def screen will measure the same size as icons on a full HD screen. The sizing of everything remains the same regardless of the screen resolution.
P.S. HD screens = clearer, crisper text and images. Not to mention being able to watch HD video in its native resolution.
